Harold Sargent called the meeting to order at 7:02 P.M.

1.  Review & approval of previous minutes.  The proposed September 13, 1999 minutes were reviewed and unanimously approved.

2.  Review & approval of financial statements.  The September 1999 financial statement was reviewed and unanimously approved.

3. Operator's Report.  
    A.  Water use.  66,613 gpd.  
    B.  Charts & report. The written reports and a graph comparing this year's water usage with that  previous years was presented.
    C.  Other.
          1. A discussion was held regarding creating a Website for the Water District.
          2. A discussion of auxiliary power for Maple Ridge was held.  Marc will get the costs for this.
          3. The Town of Jericho installed a new box culvert on Palmer Lane.  The District was not notified of the work until Alan Morse, Jericho Road Commissioner, alerted us the second day of construction that a box culvert was being installed by Kingsbury Construction.  Luckily, the contractor did not hit our 6" A.C. Water main.  Marc contacted a pipe locator who marked its location to reduce the risk of hitting it.  The box culvert rests on top of the water main which is 6 feet upstream from the exit end of the box culvert.

4.  Customer concerns/comments.

5.  Old business.
     A. Radios - Harold is applying for permit.  Being done.
     B. Emergency water source at 379 Vermont Route 15. Harold talked to David Damkot at Harvest Market.  He plans to answer our letter, but has not done so to date.
    C. Summer work:
        1. Location of curb stops and recording.(Debbie) Debbie shared drawings she has done with measurements.  She has rolls of film with pictures of water users' homes to be developed.  She inquired as to whether they should be made into prints or a disc.  We need them on disc for the computer.  She will check Costco for the options available there.  She has also made a list of broken, tarred over and otherwise damaged curb stops. She also reported that she has worked a total of 166 hours to date on this project and is asking $10. per hour for the same.  She is 97% complete in locating the erie boxes.
       2. Seal well vent.  Harold Sargent has this on his agenda to do.
       3. Ditch work on access road to Pump House No. 1.
           Kenneth Mitchell, Sr. inquired as to why certain maintenance items haven't been done at the old pump house site.  The water has been high recently which has hampered the work.  Jim Durbrow is scheduled to work at the site later this week.  Ken also expressed concern over the general upkeep of the ditch, the storage shed and the fence on the property.  He felt that the upkeep was the responsibility of the Water District according to his deed.  Harold has tried to contract with two handymen but they could not get to the shed roof work.  He will call Bill Russell of Jericho regarding repair of the roof and broken windows at the storage shed.  The Board will report at its next regular meeting (November 1, 1999) as to what has and will be done regarding the upkeep of that site and inform Kenneth Mitchell, Sr.
          Ken also asked why the Water District was looking for an emergency water supply and why the old water system has not been kept up.  Harold replied that the District is only reviewing its options as to sources of water in the event of an emergency.  The old water system does not meet state standards and could only be used as a brief back-up source in the event of an emergency.
    D. Electric bill -  Peter.  Tabled in Peter's absence.
    E. New chemical pump for sodium hypochlorite situation.  The new chemical pump was installed September 28, 1999.
    F. Other.
         The clerk asked if the Board had made any decisions regarding the disposal of the old computer.

   6.  New Business.
     A.  Review and approve Consumer Report to be sent out before October 19, 1999.  The Board reviewed copies of pictures Harold had taken to be used on the cover of the report.  It is expected that the report will be distributed to all water users of the District before the October 19, 1999 deadline.
    B. Other.
         Harold and Marc will be flushing the system on Wednesday, October 20, 1999 from 9 a.m. To Noon.  The Clerk was asked to put notice of this in the newspaper.

7.  Bills to review & approve for payment. Bills were reviewed and approved.

8.  Adjournment.  The meeting was adjourned at 9:27 p.m.
