Minutes for the May 1995 Meeting

President Harold Sargent called the meeting to order at 7:04 p.m.

1. Review & Approval of Previous Minutes. The minutes were reviewed and approved unanimously.

2. Review & Approval of Financial Statement. The statement was reviewed and approved with the title of the grant changed to read State of Vermont Environmental Conservation Department Final Grant Payment.

3. Operator's Report.

a. Water use. We are using an average of 47,000 gallons per day with a
high reading one week of 51,000 gallons per day.

b. Meter work. The Kelley and Myott meters have now been repaired.

c.Repair of controls. The pump controls have been repaired by Marc at the
control building.

Other matters.

1. Marc had been called by Bill Frank who was updating his bathroom. He replaced the meter. The customer is to be billed for those parts not directly related to this.

2. Flushing of system? The board gave the O.K. to Marc to flush the system for two weeks beginning May 24th.

Customer Concerns.

a. Diane Bushey called the clerk to inquire about having an outside meter installed so the meter reader would not have to enter their home to read the meter. The clerk was instructed to inform them that the fee for such an installation is $100 and that the meter reader will still need to enter their home at least once a year to verify the reading on the outside reader.

b. Richard Grzywna has requested a letter from Harold Sargent attesting to the suitability of his water. He needs this for a tenant.

c. Peter will collect and send a sample of the water at the Peter Mitchell residence to Kjell Laboratories to test for iron.

Old Business.

a. UVM Well Water Systems Study status. Peter called Dr. Bierman of UVM and he is going to return our reports but Peter has not received them as yet. Peter will call him again. Harold has had several calls from students involved in the project.

b. SOC sampling - results? We have received the results which were very suitable and a waiver has been received from the State Department of Environmental Conservation reducing future SOC sampling.

c. Exercising of old (1971) pumps (#1). Marc reported that the cost for parts and ten hours of labor to exercise the pump would be approximately $700. The board unanimously moved in favor of having Marc exercises the two pumps at old pump house #1.

d. Status of lawsuit. We are still waiting to hear from the judge for a decision on our attorney's request for a summary judgment.

e. Receipt of final well/control building project check. We received a check for $3039.18 which was the final payment of the 35% grant from The State of Vermont Environmental Conservation Department.


John reported that the gate at the old pump house is off the pins and the lock is, therefore, ineffective. Harold will repair the gate this summer.

New Business.

a. Pat Bartlett (Brown's River Little School) request for service. The board unanimously moved to accept Pat Bartlett's request for service at the Brown's River Little School. They also agreed that she could pay the $1500 connection fee by paying $500 at the time of connection and $100 per month for ten months plus 5% interest on the balance.

b. Water Meter work on Maple Ridge. A discussion was held of possible water pipe replacement on Maple Ridge this summer. It was tabled for further discussion with Marc.


1. Cyanide and sulfate sampling is to be done this week by Harold Sargent. The cost will be $20 for two samples of testing. The copper and lead water samples need to be collected in June. The cost will be $200.

2. Warren Palmer made a request to the Jericho Planning Commission to put in a condo/duplex. We have not yet been notified of their decision.

3. Harold sent a letter to Cathy Deyo of the Department of Environmental Conservation regarding an error in how she computed our quarterly bill on April 24, 1994. He has received no response to date.


4. The board authorized John Fowler to paint 12 hydrants at $10 apiece.

5.The clerk requested permission to purchase a bookcase to store water district materials. The board approved the request.

8. Bills to review & approve for payment. The bills were reviewed and approved for payment.

9. Adjournment. The meeting was adjourned at 9:18 p.m.
