Minutes for the June 1995 Meeting

President Harold Sargent called the meeting to order at 7:01 p.m.

1. Review & Approval of Previous Minutes. The minutes were reviewed and
approved unanimously.

2. Review & Approval of Financial Statement. The statement was reviewed and approved unanimously. John Fowler made a motion to have the clerk apply the balance of the Project Account and the State of Vermont Environmental Conservation Department Final Grant Payment to the principal of the Bond held by the Rural Development Administration. The motion carried unanimously.

3. Operator's Report. (Given by Harold Sargent due to illness of Marc

  1. Water use.- Information not available.
  2. Flushing. - Information not available.
  3. Back-up pumps - testing. - Information not available.
  4. Other matters. The fluoride pump broke on May 22, 1995 and the fluoride
    level dropped. It was repaired a few days later.
    1. Customer Concerns.

a. Three chlorine complaints. Three customers complained of a chlorine
smell in their water. Another complained of a sulphur smell. It was
suggested that the customers be warned of a possible presence of a chlorine smell as well as roily water when the system is being flushed.

b. William Baldwin came before the board to request water service. He
bought Al Soucek's place which is not presently served by the water district. The board discussed with him the steps he would need to take to see if water service was possible for his home and explained the installation procedure. He will need to tell us the elevation of his kitchen tap. Harold will check the state statutes to see if we can serve a customer not within our district.

  1. Old Business.

a. UVH Prof. Bierman returned the two reports. The Wellhead Report and the Groundwater Report were returned to Peter Mitchell.

b. Status of lawsuit. Harold has been unable to reach anyone.

c.Receipt of final well/control building project check. Previously

d. Message to users regarding completion of project? Harold Sargent will call Ted Tedford regarding the possibility of an article in THE MOUNTAIN VILLAGER.

e. Pat Bartlett request for service - status? There has been no word from Pat Bartlett. She has sold the business but still owns the building.

f. Hydrant painting (Bob). Bob (John Fowler) reported that he had painted twelve hydrants. (4,6,8,10,11,12,13,17,20,21,30,31) He also reported that #2,3,9,26,& 29 will need to be painted next year. He reported further that Hydrants 13,30, and 31 do not have numbers on them.

g. Word from state on proper bill? There has been no word. The check we
sent has been cashed and we have received a bill for the $15.91 which we did not feel we should have to pay.


1.The cyanide test was <0.010 ppm. The standard is 0.200.

2.The sulfate test was 2.0mg/L. The limit is 250 mg/L.

3.The clerk reported that the results from the Non-discrimination
survey had been compiled and sent to the Rural Development Administration as they requested.

4. The clerk reported that after checking with the State of Vermont
and carefully reviewing the federal criteria, she had notified the Internal Revenue Service that she felt we did not meet the standards to need to pay an unemployment tax.

6. New Business.

a. Summer work on Maple Ridge. Tabled for further discussion with Marc.

b. Fluoride testing. Rinette Seals has requested three months off.

Harold Sargent picked up the equipment on June 1, 1995 and is currently doing the testing. Kathy will approach Helen Miller regarding the possibility that she would be willing to test for fluoride. The board moved to waive Rinette Seals' bill for the remainder of the quarter.

1. The lead and copper sampling period has been extended to
September 30, 1995. We will sample in July.

8. Bills to review & approve for payment. The bills were reviewed and
approved for payment.

9. Adjournment. The meeting was adjourned at 8:55p.m.
