Minutes of September 5, 1991

The monthly board meeting of the Jericho-Underhill Water District was held on Sept.

5, 1991 in the basement of the United Church of Underhill. The meeting was called to

order by President David Damkot at 7:38 P.M. Those also present were trustees Doug

Keith and Harold Sargent, operator Marc Maheux, clerk/treasurer Evelyn Sargent and resident

Peter Mitchell.

The minutes of the previous meeting on August 5, 1991 were reviewed and accepted with the word 'north' omitted from paragraph #4, line 2.

The financial reports of the District and the District's Project were reviewed and accepted.

Operator, Marc Maheux reported that (a) the District received two drums of Aqua  Maq, Marc was not notified of delivery date and time by the currier which the supplier agreed to do. (b) Sodium hypo-chlorite was also received. (c) Pump House #1 was operated to waste. (d) Peter Hartwick's new development house has been metered. (e) Harold mentioned obtaining a positive bacteria count taken at his house. He and Marc took the additional required samples (4) plus a raw sample at the pump house. All five came back negative. (f) Lightning during the storm August 31st hit and damaged the PDR again. (g) Harold called Jeff McDonald of Webster-Martin Engineering regarding low water flow; 95 gpm should have been about 125 gpm. Marc met with Ron Poor of Webster-Martin to look the situation over, they did not hear any water leaking back at the well head. He also informed us he (Marc) can't gain access inside the other wells for monitoring the water level because the cover caps have been welded. Average daily water use is holding well at 64,000 gallons. (h) The Baxter situation was discussed. They are not obtaining water from the new connection Marc installed months ago. (i) Controls for pump house #1's low water warning light has been disconnected. This will result in the termination of the relay signal to Pump House #1. (j) Marc suggested installing plastic caps on the test wells for easier access to the wells. He also suggested the District purchase a transducer to enable periodic determination of the new production well's water level when necessary.

It was the consensus of the Board that it was time to take stronger action to bring the new well project to a close. Dave was asked to call Stan Wilbur of Webster-Martin, Inc. and Ken Gaynor of Hydro-Group to inform them that we expect an expeditious conclusion to this project. Dave was also asked to contact the District's legal counsel regarding firmer action.

Dave brought in a set of engineering drawings for the Board's review. (Water System Improvements, Contract No. 4, Natural Packed Well Completion submitted by Webster-Martin, Inc.) Doug suggests that a transducer be included. A water flow delay valve may have to be considered if sand will be pumped initially in the gravel developed well (test well). Harold will contact William Emberly to learn how well this worked for the Troy Town system.

Regarding the punch list, two points were raised; 1, the status of the subtrol and 2, the road inadequacy, very poorly done.

The Board passed a resolution to hold the District's annual meeting on Thursday, October 10, 1991 at 7:00 P.M. at the United Church of Underhill. The clerk will notify the moderator, William Frank and arrange for posting of legal notices.

The bills were reviewed and signed.

The meeting adjourned at 9:45 P.M.
