JERICHO-UNDERHILL WATER DISTRICT

Minutes of Annual Meeting - 1981

The annual meeting of the Jericho-Underhill Water District was held in the XYZ Senior Center, Rte. 15 in Underhill Flats on Wednesday, October 7, 1981 at 8:00 p.m. The meeting was called to order by Al Morse, President. Minutes of the previous meeting were read and accepted. The financial reports for the year were distributed to those present.

ACTION ON ARTICLE 1 OF THE WARNING:

On motion duly made and seconded, Harold Sargent was elected moderator for one year.

ACTION ON ARTICLE 2:

On motion duly made and seconded, Gerry Ackley was elected clerk for one year.

ACTION ON ARTICLE 3: Alan Morse reported for the trustees as follows:

Since the 1980 Annual Meeting the fall work of note was the insulation of the well field berms with hay bales to prevent freezing. During the winter months the trustees held meeting with State of Vermont Health Dept. officials and with con­sulting engineers. The result was a letter of request to the State of Vermont as a request for planning and construction funds to improve the well field and distri­bution system. Also during the winter two previously undetected service line leaks drained the water storage tank. We called upon the Underhill-Jericho Fire Dept. and Greenmont Lumber Company to assist in refilling the tank. As spring approached the water usage recorder developed problems that have required two Tech Rep visits from Albany, N.Y. and still remains malfunctioning. This summer's main project was the repair of two non-producing wells at the well field. This work improved the yield of the well field. 1981 will show an increase of approximately 26 new customers which will help the financial base of the Water District.

ACTION ON ARTICLE 4:

On motion duly made and seconded, clerk was voted a salary of $720 for one year.

ACTION ON ARTICLE 5:

On motion duly made and seconded, Chris Page was elected Trustee for three years.

ACTION ON ARTICLE 6:

- On motion duly made and seconded, Douglas Keith, Peg Sargent and Nancy Craig were re-elected auditors for one year.

ACTION ON ARTICLE 7:

Leon Dumas showed everyone several water charts to explain that he felt the new pump was not set up to capacity. There was much discussion and comparisons. Al Morse suggested switching the pumps over and comparing. Harold Sargent suggested they check valves for leaks - perhaps there is another leak. Leon Dumas pointed up that a hydrant was opened on Labor Day and three another night. Leon suggested an alarm in case the pump goes off or a hydrant is opened. Al Morse suggested maybe the hydrant behind the school which is causing the problems could be shut off. Ron Villeneuve has been concerned about freeze-ups under the road. The main shut-off is broken in front of Ron's. It was stated that we have a contract with Villeneuve that he will not use District water if we are low.

The meeting was then adjourned at 9:15 p.m. as there was no other business.
