Annual Report

Board of Trustees

of the

Jericho-Underhill Water District

P.O. Box 174

Underhill, Vermont 05489

October 1, 2008 to September 30, 2009

The Jericho-Underhill Water District provides drinking water and fire hydrant access to approximately 313 connections representing 800 people within the District. During the past year drinking water supplied to the District averaged 52,100 gallons per day, which is approximately the same as during the past few years. During this period the results of Vermont State required water tests consistently met water quality standards.

In October 2008, the Board applied for Drinking Water State Revolving Fund money to finance replacement of approximately 300ft of water main under the Brown’s River. At a warned information meeting on May 4, 2009 the Board proposed using American Recovery and Reconstruction Act (ARRA) stimulus money for replacement of the water main under the Brown’s River and other items including automatic sampling of system chlorine, a backup generator for Poker Hill, upgrade and replacement of water meters, and a backup generator for the Control Building. On May 12, 2009 the voters of the District authorized a loan of $145,000. Under ARRA, 57% of this loan will be repaid with stimulus money.

As of the end of September 2009, the ARRA loan had been approved, the state had approved bids and quotes for each project item, the Brown’s River Crossing work had been completed and work on the other items had started or was planned. The ARRA money enables the Board to complete capital improvement projects needed to meet regulation changes and requirements for relicensing the District; and improve the operation of the system.

In September the Board acquired a piece of land adjacent to the Control Building in exchange for the use by an abutter of a part of the District’s access road to the Control Building.

During the past fiscal year three new residential customers were connected to the system. System operation, repair and maintenance during the year included investigating incidents of water discoloration or odor, replacing customer meters, routine system flushing, hydrant painting and coordinating an extension of the main to serve a new development.  Control building work included building security improvements, new storage shelves, and rebuild of the chlorinator. Based on past customer concerns, the District tested quarterly for hydrogen sulfide; none was detected.

In the fall of 2008 the District continued its work with Vermont Gas Systems to insure that water lines were not damaged during the installation of gas mains and service line connections. This meant locating and marking the locations of water service lines and shut off valves of many customers.

In December 2008, the Board hired Sara Ritter as assistant operator. The Board wishes to thank its employees and volunteers for their work through out the year. If you are a resident of the District who would be interested in serving the District as a trustee, officer, employee, or volunteer please contact the Board. The Board asks District residents and customers to report water related irregularities such as leaks, wet spots, pressure swings, taste concerns, color concerns, etc. In the past customer reports have been key to finding leaks and solving problems.

The District website is located at http://jerichounderhillwater.org and contains information including regulations, test results, and water usage reports. The Board holds regular monthly, public meetings on the first Monday of each month. These meetings are held at 7:00pm in the basement of the United Church of Underhill located at 7 Park Street in Underhill Flats across from the town green. Residents and voters of the District are welcome and encouraged to attend.

Respectfully submitted,

Peter H. Mitchell, President                Richard H. Eldred, Trustee                Joseph P. O’Brien, Trustee
